As an ICT professional, Joeri prefers to operate where business and IT processes intersect. In ICT projects and change management processes, Joeri always keeps a sharp focus on both the result and the impact on the organization. His strength lies in bringing together stakeholders at different levels and positions. In organizations where governance dilemmas and information challenges meet, Joeri combines his expertise in information management, portfolio management, IT governance, and project management (Agile, waterfall). As the leader of Highberg's 'Independent Critical Conscience,' his focus is always on the success factors and performance indicators for ICT programs. Therefore, he has closely followed the work of the Advisory Board for ICT assessments regarding (central) government programs for years. By combining his expertise and skills with this knowledge, our reviews ensure that your digital transformation succeeds in your specific stakeholder environment. Joeri has contributed to the digitalization of primary processes for, among others, the House of Representatives, DNB, the Public Prosecution Service, departments, the judiciary, and the five major municipalities. Additionally, Joeri has specialized in program/project assessments and their follow-up. He developed a project assessment model based on the Dutch 'BIT-criteria' and carried out several assessments and project evaluations for, among others, the Police, Chamber of Commerce, Cadastre, and an accounting firm. Finally, Joeri contributed to the quality framework for CIO-assessments within the government and the review framework of the Advisory Board for ICT assessments.
