Drs. Julien Brown MIM has been working as an ICT professional and lawyer specializing in sourcing and procurement of ICT services since 1989, often through European tenders or as a senior purchase consultant. Since 2005, Julien has been working as a self-employed professional and has been associated with Highberg as an Associate since 2015. Julien frequently takes on roles such as Senior Interim Manager, Tender Manager, senior Procurement Advisor, Project Manager, and Contract and Supplier Manager. His focus areas include guiding and being responsible for the results of complex (European) ICT tenders, setting up and managing contract and supplier management, project management of transition processes, IT governance, sourcing, and ICT governance issues. Julien studied legal administrative sciences at Tilburg University (UvT) and subsequently completed the Master of Information Management at UvT/TIAS and the Master of Law and Technology at UvT. The combination of information management and law provides Julien with an excellent foundation for his assignments in the European procurement of ICT services. Julien has over 25 years of experience in executing complex ICT tenders, both in the public sector and the private sector. He has alternated between roles as tender manager, senior consultant, or project manager, overseeing European tenders, directing subject matter experts, guiding the organization in selecting a new supplier, contracting with the supplier, and managing the realization and implementation of new ICT solutions. Julien has extensive experience working in large governmental organizations such as the Ministries of Infrastructure and Water Management (IenW), Foreign Affairs, Justice and Security (VenJ), Home Affairs and Kingdom Relations (BZK), and Finance, as well as the Immigration and Naturalization Service (IND), the Water Board House, Schiphol Airport, and ProRail. He also has experience working with major private organizations such as ING, Rabobank, Achmea, Van der Sluijs Group (now Argos Oil), and Accenture.
