What are you going to do as Senior consultant data-driven work?
As a Senior consultant in data-driven work, you advise (large) public organizations on this theme and shape this transformation as an external consultant. You provide advice at a governance or management level on the steps organizations need to take to become mature data-driven entities. Utilizing the comprehensive Highberg model for data-driven organizations, proven at dozens of government agencies, you acknowledge the breadth of the field and collaborate with fellow experts to advise organizations on a wide range of topics. These range from portfolio management, organizational models, and data literacy among staff to data ethics and architecture. In addition to advisory roles, you contribute to realizing the data-driven transition as a project or change manager.

Examples of projects you will carry out as Senior consultant data-driven work
- Conducting maturity assessments of data-driven practices and developing roadmaps to advance this theme to the next maturity level, across various (public) organizations such as larger and smaller municipalities.
- Designing the data and analytics organization for a national inspection agency.
- Implementing new analytics methods and processes for a collaborative partnership.
- Advising on and implementing data-driven work programs, including governance, change management approaches, and communication strategies.
What is our vision on data-driven work?
For many organizations in the public sector, working with data and analytics is no longer new. These organizations have taken steps under the banner of information-driven or data-driven work. Often, we see that organizations have developed strategic objectives for the use of data and employ individuals who create data products. Additionally, it is common for organizations to invest in innovative applications that enhance their effectiveness.
We observe that the current challenge for many organizations is to realize the intended value of data-driven work by scaling up the use of data applications and broadly implementing data-driven practices. Organizations often face issues such as the fragmentation of data expertise, low data quality, or limited data awareness and skills (“data literacy”) among employees in primary processes. This is precisely where we have knowledge and experience, and where we are eager to advise our clients.
What are we asking?
A completed HBO (Bachelor's) or WO (Master's) degree, preferably in the fields of business administration, public administration, information science or management, and business analytics;
Several years of experience as a (policy) advisor or consultant in the field of data, or in roles such as data analyst, data scientist, or business analyst;
Familiarity with (maturity) models in the field of data-driven work is a plus;
Excellent verbal and written communication skills in Dutch.
Who are you?
A communicative person with a good sense of political and administrative situations and a commercial mindset, capable of securing advisory assignments based on content expertise;
Someone interested in the relationship between the various aspects of data-driven work (strategy, organization, people, data, and technology) and who knows from experience what does and doesn’t work in the transition to a data-driven organization;
Someone with a clear vision of the field and an interest in related areas such as data management, privacy, and ethics.

About the team
At Highberg, we are proactive, positive, and enjoy collaborating. In teams of people with diverse backgrounds and levels of seniority, you will tackle complex data challenges. The Data & AI expertise group consists of about 25 consultants, with a good mix of experience and energy. We focus on themes such as data-driven work, data management/governance, data regulation, and artificial intelligence. In addition to projects, we actively engage in knowledge and market development on these themes in varying compositions. This helps us learn new things and bring out the best in ourselves.
We also have a monthly group meeting where we dive into a specific topic but mainly enjoy eating and drinking together. This allows us to get to know the person behind the consultant, which is further strengthened by the social gatherings and events organized within (Young) Highberg. This makes Highberg the home base where you can bring out the best in yourself as a consultant and as a person.
