ProRail – Agile transformation
ProRail is responsible for the railway network in the Netherlands. Together with transporters, it works 24/7 to get passengers and goods to their destinations safely. ProRail’s HR department wanted to carry out an Agile transformation.

Customer request
Help us to transform into an Agile organization, while paying particular attention to an Agile management model and an HR operational model. This will enable HR to make an optimal contribution to achieving ProRail’s strategy and, as a strategic sparring partner, engage in discussions about which tasks deserve the highest priority.
Task for Highberg
Carry out an Agile transformation while paying particular attention to the design of three components:
- Agile management and Portfolio Management
- Agile HR operational model
- Behaviour & Change from our leaders (MT HR and Senior Business Partners)
Our approach
Together with a multidisciplinary change management team, Highberg designed the portfolio management and departmental structure in line with the Scrum methodology.
In 7 sprints, each lasting 3 weeks, components of the three topics were tackled:
- Management
- HR model
- Behaviour & Culture
During the sprint planning stage, activities continued to be further prioritized and specified in user stories. During the reviews, the various stakeholders were involved in each meaningful step taken towards the final result.
The transformation project was 100% digitally coordinated. Discussions took place via MS Teams, and the structure was designed on digital whiteboards.
Results
- A widely supported and user-experienced design for Agile management and portfolio management, aligned with the agile structure of the organization.
- The change management team gained extensive experience in working with Scrum, and is now able to train other teams in this method.
