Better use of Dutch waterways
With the construction of the Second Maasvlakte, container transport is experiencing strong growth. The Netherlands is the European hub for waterborne transport, and our waterways are among the busiest in the world. Transport by water is an excellent alternative to road and rail, but much capacity remains unused. To fully realize the potential of our waterways, improvements are needed.

The Netherlands is the European hub for transport by water, and our waterways are among the busiest in the world. Water transport is an excellent alternative to road and rail, but there is still a lot of unused capacity. To make good use of the potential of our waterways, this must be improved.
In order for inland vessels to flow well, good information on and along the waterways is necessary. With up-to-date information on the position, cargo and planned route of ships, Rijkswaterstaat employees can do their work better. They can better inform waterway users about the current situation at locks and bridges so that they can better manage their sailing plans. That means shorter waiting times and more predictable travel times
As program manager, Highberg focuses on bringing in these benefits and, to this end, realizes various projects involving the development of ICT systems
