The Municipality of Roosendaal wanted to better understand how employees experience diversity and inclusion within the organization. Not based on assumptions, but on reliable data and honest employee input.
Together with Highberg, the municipality mapped where the organization currently stands, how inclusion is experienced, and where the most important opportunities for improvement lie.
The client question
Equal opportunities for everyone are an important principle for the Municipality of Roosendaal. To strengthen this further, the municipality wanted to gain insight into how employees experience inclusion within the organization.
It was important that the research was conducted independently, carefully, and anonymously. Employees needed to be able to share their experiences safely, so that the municipality could develop a reliable picture of what is happening within the organization.
The approach
Highberg used the DEI Scan to map diversity, equity, and inclusion within the municipality. The scan combines a validated questionnaire with tailored questions, aligned with the organization’s specific context.
The questionnaire covered topics such as diversity characteristics, attitudes and behaviors around diversity and inclusion, perceived inclusion, differences between employee groups, participation in activities, and the Employee Net Promoter Score.
By carefully and anonymously analyzing the research data, Highberg created a rich picture of how employees experience inclusion and which themes require additional attention.
The result
Highberg translated the insights into a management report and an interactive dashboard. This gave the Municipality of Roosendaal insight into the key findings, the relationships between different themes, and concrete starting points for next steps.
The outcomes show where the organization stands today and where there is room for further development.

The dashboard also makes it possible to further explore the insights and, with the help of follow-up measurements, continue tracking progress on diversity and inclusion over time. This allows the municipality to monitor whether future actions are actually contributing to a more inclusive working environment.
